The National Weather Service in Charleston, WV has issued a Flood Watch in effect from February 19, 10:00 PM EST until February 21, 07:00 AM EST  and a Winter Weather Advisory in effect from February 20, 01:00 AM EST until February 20, 01:00 PM EST. 

A rollercoaster of precipitation types can be expected over the next 24 hours. A quick thump of snow can be expected starting just after midnight tonight lasting through about daybreak. This snow will cause havoc on the roads, with a quick 2-5″ expected. This will be a heavy, wet snowfall due to surface temperatures being near freezing and snow ratios will likely be less than 10:1, more like 8:1. The quick burst of snowfall is due to a strong area of frontogenesis along an advancing warm front. As the snow changes to a mix of sleet and freezing rain, that will only exacerbate the travel issues. A quick trace to tenth of an inch or freezing rain is possible on top of the heavy, wet snow. The precipitation will eventually turn to rain, but an additional 1-2″ of rain is possible on top of the frozen precipitation that the area receives overnight into the morning. This will allow for flooding in flood prone areas throughout the region, and has prompted a flood watch.

An area of high pressure will dominate Thursday into Friday before another storm system takes aim on the Ohio Valley. The storm this weekend looks to be warmer than tomorrow’s storm and should bring more rain to the region.
