The National Weather Service in Charleston, WV has issued a Flood Watch in effect from February 19, 10:00 PM EST until February 21, 07:00 AM EST 

Tonight we will see the temperature drop into the upper teens with mostly cloudy skies. As we move into Tuesday we see the temperature start to rise into the mid to upper 30s with no chance of precipitation during the day. Now as we move in to the overnight hours we will see the temperature around 30 degrees which will bring the chance for some freezing rain that will eventually change over to snow which will change into a rain snow mix going into Wednesday. For most of Wednesday we will see rain with the temperatures in the low to mid 40s. Moving into the Thursday we will see the rain taper off in the early morning with temperatures in the upper 40s for the rest of the day. Looking on to the weekend we see a chance of rain for both Friday and Saturday with a high in the upper 40s on Friday and a high in the mid 50s on Saturday.
